Enable comin to deploy system-manager configurations via a new executor that evaluates systemConfigs flake outputs and uses system-manager-engine for register and activate operations. this pr adds support for managing non nixos machines with comin. have tested this pr on infra internally but opening as draft until i can vouch for the documentation in the pr
