Each resource stack uses a resourceConfig and inventory. They deal with specifics of resources managed for each stack but have common operations. If we create an interface for these we can generalize repeated functions used in the Create*ResourceStack methods for each resource stack.
Example: Each Create*ResourceStack performs a check to ensure inventory and config regions match (if existing inventory is provided). These checks could be consolidated by enforcing a GetRegion on ResourceConfig and Inventory interfaces.
