Adds a workflowRunUrl field to snapshot API requests so the backend/GitHub App can include an Actions log fallback when diff links are too long for PR comments. The action builds the URL from the GitHub Actions context, including the PR number when available, and logs it for traceability. Adds unit coverage for API payload forwarding and PR context URL generation, and rebuilds dist/index.js. Verified with pnpm typecheck, pnpm lint, pnpm build, pnpm test, and pnpm format:check.
