fix(server): Claude behind a custom endpoint no longer reports another account's quota - #25580
A Claude instance whose ANTHROPIC_BASE_URL points at a proxy such as CLIProxyAPI published whatever usage the proxy returned for the account it happened to route to. Usage → Limits showed that as an unnamed "Claude" account next to (or instead of) the real hub accounts. These are the Claude rows annotated in #11467.
When ANTHROPIC_BASE_URL is a custom endpoint, which is the condition that already labels the account "Custom API endpoint", Claude usage limits are now reported as unsupported. Limits then has no native row for that instance and no notice. Streamed rate-limit updates already ignore an unsupported snapshot, so a turn cannot bring the row back. Subscription usage for proxied accounts still comes from the usage-limit source (the CLIProxyAPI hub) that owns them. This is the Claude counterpart of #18622, which does the same for custom Codex providers.
Evidence
The existing custom-endpoint status test now feeds a successful usage response. On main it publishes limits (expected undefined to equal 'unsupported'); with the fix, limits are unsupported with no windows.
vp run check:changed passes. This is a server-only change, so there are no screenshots.
Merge Danger
Door: two-way. A proxy that forwards the user's own Claude subscription also loses its native Limits row. That is the same tradeoff #18622 makes for Codex.

Macroscope's review found this PR requires human approval — This is a focused fix that marks usage from custom Claude endpoints unsupported, preventing proxy-reported quota from appearing in account limits. Because the change concerns cross-account quota visibility and sensitive account data, it warrants human review.

Walkthrough
When ANTHROPIC_BASE_URL resolves to a non-Anthropic HTTP(S) endpoint, Claude provider status reports usage limits as unsupported. This applies when capability probing fails and when the probe returns usage data. Other endpoints retain existing handling.

Summary
Classify and test custom endpoint limits apps/server/src/provider/ClaudeProvider.ts, apps/server/src/provider/ProviderRegistry.test.ts
The provider detects custom endpoints from Claude settings or the resolved environment. For those endpoints, usage limits are unsupported, including after a failed probe or when usage data is returned. Tests check custom and Anthropic endpoint behavior. The test fixture includes optional usage data.
pingdotgg/t3code#26909 — The issue describes Claude proxy settings whose usage limits show as unsupported. This change detects the settings URL and applies that classification.
pingdotgg/t3code#24114 — The change publishes unsupported limits with no windows for custom endpoints, which relates to the issue’s handling of unsupported limits. The setup-token cause is not changed.
pingdotgg/t3code#28052 — The change suppresses usage limits from detected custom endpoints. The reported label and merge behavior are not changed.

pingdotgg/t3code#26937 — That PR resolves ANTHROPIC_BASE_URL from Claude settings; this change uses the resolved endpoint to classify usage limits.

successful proxy-owned subscription quota suppression: this vm's claude credentials initialize as an api key, and the real cli already returns unsupported usage on main. no other-account quota row was reproducible. proving that exact regression still needs a real proxy/account that returns subscription windows.

Classify failed custom-endpoint probes as unsupported before returning.
When !capabilities is true, the function returns before evaluating customApiEndpoint and omits usageLimits. A later qualifying streamed rate-limit event can therefore create a snapshot marked probeFailed, which surfaces the misleading “Could not read limits.” notice.
Compute customApiEndpoint before this return and add the unsupported usage snapshot to the warning provider. The existing merge guard will ignore later streamed updates.

Include project and local settings in endpoint classification.
The probe loads stateDir/.claude/settings.json and settings.local.json, but readClaudeSettingsEnv passes undefined instead of its cwd to claudeSettingsPaths. A project or local ANTHROPIC_BASE_URL can therefore make the probe query another endpoint while customApiEndpoint remains false. The status function can then publish that endpoint's usage windows instead of marking them unsupported.
