Resize handle covers the scrollbar

The new DragHandleSC covers the rightmost 20 pixels of the file tree for its full height. When the file list needs scrolling, clicking or dragging its vertical scrollbar starts resizing the sidebar instead. Reserve a separate strip for the handle so users can still drag the scrollbar.
