Follows the skopeo_cidev pattern (PR podman-container-tools#13) to ship a Fedora-based image with the deps needed to build and test podman/buildah, so container testing can be re-enabled downstream. Closes podman-container-tools#10 Signed-off-by: Tim Zhou <tizhou@redhat.com>
