Restore pre-release state after the lint-only 0.69.0 pass - #61

The 0.69.0 prep was lint fixes and CI configuration only; the package's public API does not depend on 0.69.0 and no user-facing release is required. This drops the release-note artifacts and puts pr.yml back on release (pony-lint.yml stays on nightly so the fixed code still lints cleanly against the release ponyc's older lint rules).

The Pony 0.69.0 prep PR (#60) was lint fixes and CI configuration only; nothing user-facing changed. Removes the release note, the CHANGELOG entry, and the
Requires ponyc 0.69.0 or laterREADME bullet, and reverts pr.yml from :nightly back to :release (pony-lint.yml stays on :nightly because release pony-lint doesn't understand the new operator-spacing conventions).
