Remove no-pseudo-elements-in-is-where in favor of stylelint's selector-no-invalid.

Replace our limited implementation with https://stylelint.io/user-guide/rules/selector-no-invalid, because it catches more invalid selectors, doesn't report false positives and reduces the surface area of our library.
