Build the PyO3/maturin extension (ngrok-rust SDK over rustls with aws-lc-rs) from the v1.7.0 tag. pyo3 enables abi3-py310, so one cp310-abi3 wheel is built on cp312 and re-tested on cp313 and cp314. aws-lc-sys is built with its bindgen feature, so clang-devel is installed for libclang. Tests run upstream's mypy check of the examples and the parts of its suite that need no NGROK_AUTHTOKEN.
