Bump Bootstrap SCSS to 5.3.8, MathJax to 4, CI Ruby to 4.0 - #42

- Vendored Bootstrap SCSS 5.3.3 -> 5.3.8 (24 files). The compiled main.css is the same size and differs only in declaration order; screenshots of all 11 non-math pages at desktop and narrow widths are pixel-identical before and after. - MathJax 3 -> 4.1 (mathjax@4/tex-svg.js; v4 has no es5/ directory). Equations, AMS numbering and \eqref links render as before; Lighthouse accessibility stays at 100 on the math post. v4 additionally loads its speech-rule engine on math pages for screen readers. - Deploy workflow builds on Ruby 4.0; the PR workflow runs a 3.4 + 4.0 matrix so the previous stable Ruby stays supported. The site builds on Ruby 4.0.5 with no Gemfile changes and no warnings. - Gems and GitHub Actions were already at the newest versions Jekyll 4.4.1 allows and at the latest major tags respectively; `bundle update` produced no lockfile changes.
