Fix stale AGENTS.md non-goal and scalafmt-exclusion list (and a stale .scalafmt.conf entry)

• AGENTS.md:310-311 — "No client-side WorkflowCapability yet (starting/querying/terminating workflow instances)", but WorkflowCapability is fully implemented (start/getStatus/suspend/resume/terminate/raiseEvent/waitForCompletion/purge + forwarders). The bullet is now false.
• AGENTS.md:179-181 — claims only src/DaprCapability.scala is fmt-excluded, but .scalafmt.conf:12-20 excludes 7 paths.
• .scalafmt.conf excludes test/unit/MockDaprScope.scala, which is not a tracked file (stale; likely renamed to a *DerivationFixtures.scala).

Remove the stale non-goal bullet; update the AGENTS exclusion description to point at project.excludeFilters in .scalafmt.conf; drop/repoint the stale MockDaprScope.scala entry.

Stale non-goal (AGENTS.md:310-311). "No client-side WorkflowCapability yet" is false — src/Capabilities.scala:453-489 implements WorkflowCapability with start/startWithId (4 overloads), getStatus, suspend, resume, terminate, raiseEvent, waitForCompletion, purge, plus the companion forwarders (:507-541) and WorkflowInstanceId fluent extensions. Delete the bullet (or, if a non-goal is still wanted, restate the remaining gap accurately).

scalafmt exclusions (AGENTS.md:179-181). The prose says "One file is intentionally excluded … src/DaprCapability.scala," but .scalafmt.conf:12-20 project.excludeFilters lists 7 paths: Capabilities.scala, DaprCapability.scala, Workflows.scala, internal/ConfigCapabilityImpl.scala, internal/DaprCapabilityImpl.scala, internal/WorkflowContextImpl.scala, and test/unit/MockDaprScope.scala. Replace the single-file claim with a pointer to avoid re-drift:

Files using experimental CC `^{this}` return-type annotations are excluded from
scalafmt until it supports nightly CC syntax — see `project.excludeFilters` in
`.scalafmt.conf` for the current list. Format those manually.

Stale .scalafmt.conf entry. test/unit/MockDaprScope.scala (.scalafmt.conf:19) is not a tracked file (git ls-files shows no match; the derivation fixtures are now CapabilityDerivationFixtures.scala/DerivationFixtures.scala/WorkflowActivityDerivationFixtures.scala). Drop that line; none of the current fixtures use ^{this} so no repoint is needed.
