docs: serve Matrix delegation for gen.wtf - #1

The gen.wtf apex is this GitHub Pages site; server_name gen.wtf is served by a homeserver at matrix.gen.wtf. Add /.well-known/matrix/server and /.well-known/matrix/client, and have upload-pages-artifact keep dot-directories (v5 excludes them by default).
