Serve storageAccounts/{a}/queueServices/default/queues/{q} and
tableServices/default/tables/{t} over ARM, backed by the same per-account
stores as the data plane. Table signedIdentifiers are shared with the Table
data plane's Get/Set Table ACL, deleting a table drops its ACL, and deleting
the account removes its queues and tables.

azurerm_storage_queue and azurerm_storage_table with storage_account_id go through ARM, which cloudemu did not serve.
queueServices/default/queues/{q}(with metadata) andtableServices/default/tables/{t}(with signedIdentifiers), backed by the same per-account stores as the queue and table data planes, so either surface sees the other's writes?comp=acl) on the data plane, sharing the stored policies with the ARM table resourceTested: Terraform (azurerm 4.x) storage account + queue + table: apply, plan shows no changes, destroy, then both resources return 404.
