With only
use_connect_gatewayset,google-github-actions/get-gke-credentials@v3falls back to auto-discovering the fleet membership; itsfleet_membership_nameinput defaults to discovery, and the implementation listsprojects/<project>/locations/global/membershipsbefore writing kubeconfig. In the environment documented by this new comment, the deploy SA is only called out as havingroles/gkehub.gatewayEditor, which grants membershipgetbut not membershiplist, so the credentials step will 403 before Helm runs unless the workflow suppliesfleet_membership_nameor the SA also gets a role such asroles/gkehub.viewerthat includesgkehub.memberships.list.Useful?
