Add timeout / faster fallback for wallet list loading

Describe the bug

Wallet-list loading is a blocking operation.

Expected behavior

A timeout triggers the fallback faster so the UI isn't blocked.

Current behavior

The blocking load delays the UI while waiting for the wallet list.

Steps to Reproduce

1.Open the connect flow under slow or failing network conditions for the wallet-list source.
