PD-2512 25.10 Updates to Private Dataset Tutorial

This is a manual backport of changes to improve the readability of the Private Datasets tutorial in the 25.10 branch.

It updates the AddingAUser.md snippet and adds a title to the ShareACLDialogs.md snippet expand.

All are better organization to improve clarity by using expands, for some content. This allows users the choice to view the information or proceed with the procedure.
