This updates all instances of github.com/whitehouse (old repo) to github.com/usds (new repo). The whitehouse repo auto-forwards, but that's not great to rely on forever.

@lisac-usds Wasn't sure if these were being monitored anymore. Saw in other closed PRs you had merged, so thought I'd reach out for this one. |

This updates all instances of
github.com/whitehouse(the old repo) togithub.com/usds(the newer repo). The oldwhitehouserepo currently auto-forwards, so the links aren't broken per se, but that's not great to rely on forever.
