chore: retire vcs after its move to Appwrite

VCS now lives in Appwrite following appwrite/appwrite#13932. Remove packages/vcs so this repository stops discovering and publishing it during Split runs. Refresh the local dependency graph and list vcs with the packages maintained in Appwrite.

No package here requires utopia-php/vcs, so no constraint changes.

Validation: bin/monorepo validate and git diff --check pass.

Appwrite merged #13932 as a merge commit, and its post-merge Split pushed vcs: the mirror's tree 847fb5e exactly matches Appwrite's packages/vcs. After merge, confirm this repository's Split no longer includes vcs.

Open PRs against the old copy (#264, #220) are closed with a pointer to packages/vcs.
