Which Python exact version is easiest to run this?

I'm having trouble creating environment for this to run.
First, numpy==1.21.6 is not available anymore (at least through pip) and the lowest version is 1.3.
Secondly, tensorflow-addons==0.17.1 is not compatible with Python 3.12 only 3.11.
Has anyone managed to adjust versions of these dependencies and exact Python version so that this runs properly in year 2024?

I googled the release dates from python, and in jan/2021 was still in 3.8.7

I was able to install 3.8.20 and worked
