Capture the revalidated baseline and bounded first slice.
Complete discovery and route the project through spec-driven design.
Define the honest enforcement boundary and intended first-release scope.
Define the complete plan-first review architecture and leave it open for holistic feedback.
Resolve performance, budget, rollout, accounting, and contract ambiguities before planning.
Align component summaries and trust boundaries, then document the budget-floor trade-off.
Record successful design review and advance the project to implementation planning.
Close planning-preflight contract gaps so task authoring has explicit interfaces.
Plan artifact review passed; the configured plan gate timed out with no
output, so planning stays in progress with the blocker recorded for
explicit operator recovery.
Two parallel CLI planning preflights raced bundle-assets.sh again,
reinforcing the existing high-priority serialization item.
Resolve the artifact findings and record the approved timeout.
Keep planning blocked until fresh artifact and configured gates pass.
Preserve the failed gate history while authorizing implementation.
The killed reviewer was demonstrably productive at the 15-minute boundary,
which is the clearest evidence yet that post-mortem liveness telemetry cannot
substitute for feeding activity into the kill decision. Notes that the interim
20-minute artifact bump is owned by review-plan-workflow p05-t07 so this item
stays scoped to the adaptive behavior.

Final bounded Phase 5 re-review over 74a1356..ea56909 confirms both cycle-2
Minor findings resolved with no regression and no new findings at any severity.
Return launcher-owned terminal identity and verification requirements.
Prevent reviewers from reconstructing accepted accounting state.
Move reviewer ingress to a strict overlay assembled from launcher-owned sealed state.
Preserve legacy compatibility, bounded repair, artifact snapshots, and accounting parity.
Require sealed provenance coverage and terminalize immutable artifact failures.
This keeps launcher assembly deterministic for malformed reviewer output.
Bind accepted handles exactly and make cleanup and publication recoverable.
Enforce finding identity so operator-owned PR validation retries safely.
Allow process-level broker assertions enough time under shared CI runner load.
Integrate retrospective and dispatch-scope updates before final Stage A acceptance.
Avoid the post-merge 0.2.30 collision with main and restore release eligibility.
Preserve the merged retrospective guidance while restoring markdownlint compliance.
