parseValidateOn is internal to InputRoot.vue / NumberFieldRoot.vue. Compat form wrappers that re-implement the validate-on surface have to duplicate it (packages/bulma/src/utilities/validate.ts).

Export parseValidateOn from the Input barrel (and NumberField, if it is a separate copy) so downstream packages do not fork the parser.
