Node tags, and --tag on the fleet commands - #84
Conversation
A fleet was a flat list. Everything acting on more than one machine acted on all of them, and the only way to narrow it was `--node`, one at a time. At four machines that is fine; at forty, "apply this to the web servers" has no shape, and what somebody reaches for instead is a shell loop over `--node` - the loop that gets one name wrong at two in the morning. A node says what it is in its own configuration, `tags = ["web", "eu-west"]`, and it travels in the announcement it already sends. `--tag` on `firewall apply --fleet`, `firewall confirm --fleet`, `update --fleet` and `ls --all`, and `warden nodes` shows them. On the node rather than on the hub. Groups kept on a hub mean two places know what a machine is, and they disagree the first time one is rebuilt; a node announcing what it is has one source, and it is the machine itself. A tag nothing carries is refused, naming the tags that exist. An apply that quietly touched zero machines is worse than one that would not run - so a fleet-wide action is either about machines that exist or about nothing, and warden says which. The hub is a machine like any other here: it is in the set only when it carries the tag itself. Closes #78
📝 WalkthroughWalkthroughFleet nodes can now announce locally configured tags. The hub persists tags and uses them to filter fleet service, firewall, update, and listing operations. CLI commands forward ChangesFleet node tags

Expose tagged fleet restore in firewall_restore
firewall_restore accepts only snapshot and always calls local guard.roll_back; it has no --fleet or --tag path to _across_the_fleet. Therefore, users cannot select tagged nodes with warden firewall restore. Add the fleet and tag options, route the fleet branch through _across_the_fleet(..., "restore", tag=tagged, ...), and preserve the existing local snapshot path.

Reject --tag outside fleet mode.
firewall_apply and firewall_confirm ignore tagged on local and --node paths. update --apply --tag also calls client.update_self() without the tag. Reject tagged unless fleet is true, and reject it with --node in the firewall commands.

Include the selected tag in the confirmation command.
When tag is set, warden firewall confirm --fleet confirms armed changes on every fleet node, including nodes outside the apply selection. Append --tag {tag} to the printed command when tag is set.

Validate Settings.tags with the Tag constraint.
WordSet accepts values such as "Web Servers". UpstreamReporter.announcement sends these values to /v1/nodes, where NodeAnnouncement.tags rejects them because Tag requires ^[a-z0-9][a-z0-9._-]{0,31}$. The reporter catches the HTTP error, so the node continues without a valid announcement. Apply the Tag constraint in Settings while retaining comma- and semicolon-separated parsing. Add a regression test for an invalid configured tag.
