Re-add the WARD Token MiCAR white paper page under the $WARD section of the developer docs, previously removed in #1887. This version reflects the updated white paper (Version 1.0 — June 2026, notified 2026-06-12), drawn up in accordance with Regulation (EU) 2023/1114.
