…uilding qt6 on our own Given the complexity of building qt6 it is easier to just roll our own toolchain with qt6 enabled instead. This makes it easier in future to maintain the build as the qt6 build should be figured out by buildroot

This pull request restructures and optimizes the GitHub Actions workflow for building the WebOS version of HyperHDR. The main improvements include introducing a dedicated SDK/toolchain build job with caching, simplifying and automating dependency management, and updating actions and dependencies for better reliability and maintainability.
