Only the test's own script is mounted, so modules whose app reads
sibling files (multipage `pages/`, `static/` assets) don't work yet.

Read the script as UTF-8.

If the system default encoding cannot decode a UTF-8 script, script.read_text() raises before the app server starts. Pass encoding="utf-8" so file discovery does not depend on the host locale. Based on learnings, Python file reads should specify UTF-8 because PYTHONIOENCODING does not control file I/O.

Update the script.read_text call in the static-script check to explicitly use
UTF-8 encoding so script discovery works independently of the host locale.

Check mounted files before excluding static/.

If a helper or a script in pages/ refers to static/ but the entrypoint does not, this check excludes assets that the app needs. Inspect the app files that will be mounted before deciding whether to skip static/. (github.com)

Update the `static` exclusion check so it inspects all app files that will be
mounted, not only `script.read_text()`. Add `static` to `skipped_dirs` only when
none of those files refer to `static/`.

Encode file paths used as URLs.

If a sibling filename contains #, ?, or a space, the browser does not request the literal path stored in relative.as_posix(). The /_app/ handler then cannot find the file, so Stlite cannot mount it. Encode the URL path here and decode it before the filesystem lookup. Stlite fetches files entries that specify a url. (github.com)

Encode `relative.as_posix()` as a URL path when assigning the `url` in the
`files` mapping, and decode that URL path in the `/_app/` request handler before
using it for filesystem lookup so filenames containing `#`, `?`, or spaces
resolve correctly.
