Fix Xerg ClawHub metadata

Summary

• declare Xerg skill runtime metadata for ClawHub scans, including CLI/package, optional Xerg Cloud credentials/config, and remote audit dependencies
• document npx, local, remote, and hosted push data-flow boundaries in the skill and docs
• add regression checks for push-payload privacy and packaged skill metadata/lifecycle scripts
• bump @xerg/cli to 0.5.1 for the next ClawHub publish
