I want them the forms errors to be shown like layout="horizontal" mode

Working as intended. The inline renderer puts errors in the title attribute on purpose, because an inline form has no row to put an error message in. That is InlineFieldRenderer.append_to_field, which returns the field unchanged instead of appending the error block.

For errors below the field, use the default or horizontal layout, which is the second screenshot in your report.

If you want inline fields with block errors, subclass InlineFieldRenderer without the append_to_field override and register it under field_renderers in BOOTSTRAP4.
