📝 WalkthroughWalkthroughThe change adds a shared Node.js and pnpm setup action, reusable workflows for checks, and updates CI and publishing workflows to use them. It also changes CI triggers, concurrency controls, job timeouts, local ChangesCI and publishing workflows

Use the host architecture by default.
The root .actrc forces linux/arm64 for every local act run. On x86_64 hosts, this can run the Node setup, dependency installation, tests, and build under emulation, which can slow local verification. (docs.docker.com)
No inspected repository documentation requires Apple Silicon or an arm64 target. Remove the global override. Developers who need a specific architecture can pass it explicitly to act.

Length of output: 1818
Do not cancel an in-progress publish run.
The workflow accepts both workflow_dispatch and release.published runs. A later run for the same github.ref joins the same concurrency group. With cancel-in-progress: true, GitHub can cancel the active job while npm publish --provenance --access public is running. This can leave the publication result indeterminate. GitHub cancellation sends termination signals to the running step. (docs.github.com)
Set cancel-in-progress to false so a later run waits instead of canceling the active publication.

Closes #43
Summary
Keep public push and pull-request checks and add a local manual entrypoint. Share Node setup and frozen dependencies with an explicit pnpm store cache, cancel superseded runs, bound job times, and keep checks in separate workflows. Remove the dead workflow parts listed in the linked issue.
