We should not be reusing the Audience-only SP to authenticate to both Anthropic and GCP. Adding OpenAI now too.

I'm not sure how the value
api://2925ef06-ce42-4a1b-bf35-70358136a900was initially obtained, or if I should just be generating new UUIDs for the new SPs so they are constant.
