[SOAR-21948] EnableCacheValidator - Enforce enable_cache: true for any plugin defining triggers

• Move the "triggers require enable_cache: true" check out of CloudReadyValidator into a new EnableCacheValidator so it runs for all plugins, not just Cloud Ready ones — orchestrator-only plugins with triggers were passing validation and then failing at runtime on SDK 6.6.0+. CloudReadyValidator keeps only the cloud rule (no triggers --> enable_cache must be false).
