Add PMP11282 isolated DC/DC reference subcircuit

Summary

• add the PMP11282 isolated DC/DC power-stage reference subcircuit
• reconstruct the complete PMP11064 sheet 2 component set and electrical connectivity from TI's published TIDRK31 Altium source
• express the circuit as tscircuit TSX using native components, including native MOSFET primitives
• keep source placement in a machine-extracted table with one sheet-wide origin/scale transform and no per-component nudges
• keep source electrical groups in a machine-extracted connection table rather than hand-authoring SVG paths
• generate the committed schematic SVG snapshot from the TSX with tsci snapshot

Scope

This is schematic-only. The PFC and auxiliary flyback sheets and all PCB layout work are intentionally excluded. Gray/DNP tuning options from the isolated-stage source sheet are retained.
