Add TIDA-010070 output protection reference

Summary

• add the schematic-only TIDA-010070 ORing and hot-swap protection stage
• extract the 36 protection-stage components and 72 electrical connections from the top half of TI's native TIDM357 sheet
• include LM5050-1 ideal-diode/ORing and LM5069 hot-swap circuitry while excluding the unrelated auxiliary buck section
• export the subcircuit and add its schematic snapshot
