Add PMP22606 PFC reference subcircuit

Summary

• add the schematic-only 1-kW continuous-conduction-mode PFC stage from PMP22606
• extract 42 PFC-stage components and 82 electrical connections from TI's native TIDMBE3 Altium source
• retain the boost power train, UCC28180 controller, gate drive, current/voltage feedback, and DC-bus output while excluding the EMI/inrush input and auxiliary bias supply
• export the subcircuit and add its schematic snapshot
