Install private Chrome Web Store extensions on Chromium - #983
On Chromium, installing a Chrome Web Store extension that is published only to trusted testers or to a Google Workspace domain failed with "Couldn't download this extension from the Chrome Web Store (HTTP 401)."
Crest downloads the package from Google's update service with the request Chromium's Web Store installer makes, without cookies. The service serves a private item only to an account that can see it, so it answered 401.
The download now asks once more with the Space's own cookies when the service refuses with 401 or 403, as Chromium's own extension downloader does when an item needs an account.
The first request still carries no cookies, so public items download anonymously as before. The retry goes only to Google's service over HTTPS, from the profile of the Space that asked, and closing the review still stops it.
The network annotation and the engine notes say when cookies are sent. A refusal's body no longer counts toward the download's progress.
This ports @rajuGT's change in #778 to the current install code, which has since moved into crest_engine_store.cc with a different owner and lifetime. rajuGT is credited as a co-author.
Engine. This changes engine inputs (Overlay/chrome/browser/ui/crest/crest_engine_store.{h,cc}). It is part of a stack that ships with one engine, built and published from the top PR.
Unverified against a private item. I have no private or trusted-tester Web Store item to install, so the retry has not been seen to succeed. What ran:
The engine builds with the change.
A public item still installs in an isolated review build; that path is unchanged (one anonymous request).
Gates on the stack: apply-chromium-host.py validates the host inputs and installs them, the engine builds with no work left (ninja -n), check-version.sh --fix-commit, check-public-source.py, release_note_catalog.py, check-architecture.py, audit-licenses.py, git diff --check, and the 47 script tests pass. No new tests: the engine overlay and host patch have no unit test target.
AI usage
AI tools helped produce this change.
I ran the crest-contribution skill (.agents/skills/crest-contribution/SKILL.md), followed it, and reviewed every generated line.
Boundaries
Space and browsing-profile isolation are preserved.
The macOS and mobile platform behavior remains intentionally native.
User-visible or architecture-significant changes add an explicit entry to Documentation/ReleaseNotes.json.
Every verified fix commit includes its patch bump and passes Scripts/check-version.sh --fix-commit.
I have signed off every commit as described in CONTRIBUTING.md.
Summary by CodeRabbit
Bug Fixes
Fixed installation of private and trusted-tester Chrome Web Store extensions in Chromium. If a download is refused without cookies, it now retries once using the signed-in account’s cookies, allowing extensions to install when that account has access.
Failed downloads and invalid packages are no longer treated as successful progress, and failed response files are removed before retrying or reporting failure.
Chromium extension package downloads now retry with the Space’s cookies after eligible authorization responses. The change also updates response handling, documentation, release notes, and the marketing version.

WebStoreDownload starts without cookies and retries with the Space’s cookies for HTTP 401 or 403 responses from an HTTPS google.com URL. Progress and success checks use HTTP response status. The README, release notes, and marketing version are updated.

Explanation
[ #263 ] WebStoreDownload first requests the package without cookies. It retries once with the Space profile's cookies after an HTTP 401 or 403 from an HTTPS Google URL. This addresses the reported failure and preserves the public install path. The author reports that private-item success is unverified and that no engine overlay unit test target exists.

Explanation
[ #263 ] The download changes, progress handling, network annotation, and engine documentation support private extension installation. The version bump and release note support repository release policy. The summary shows no unrelated changes.
